Development of a Participation Model for the Basic Education Committee in the Educational Management of Ban Sae Prai School, Under the Jurisdiction of the Sisaket Primary Educational Service Area Office, Area 3

Abstract
This research article aims to study: 1) the situation and problems related to the participation of the School Committee in managing Ban Saen Pai School; 2) the development of a participatory model for the committee; and 3) the challenges and obstacles in developing this model. The research utilized a Research and Development (R&D) approach, with a sample group consisting of 120 individuals, including committee members, school administrators, and teachers. Data were collected through questionnaires, and statistical analysis included frequency, percentage, mean, standard deviation, along with in-depth interviews with 14 key informants, analyzed through descriptive methods.
The findings indicated that: 1) the overall participation of the School Committee in managing Ban Saen Pai School was at a high level. However, challenges included some members' inability to attend meetings due to other commitments, as well as a lack of knowledge and understanding of their roles as committee members; 2) a participatory model for the School Committee was developed, divided into four main strategies: improving student quality, developing administrators and staff, creating learning resources, and promoting parental and community involvement. The model emphasized the establishment of Professional Learning Communities (PLC), increasing communication channels through information technology, and holding committee meetings four times a year; 3) challenges and obstacles in developing the participatory model for the School Committee's management included an excessive number of projects, which increased the workload for teachers and staff.
