The Concept of Local Self-Government : The Role of the District Chief Under Political Changes

Abstract

This research article contains to 1) the development of the concept of local self-governance philosophy in Thai society and 2) to analyze the role and duties of the district chief in relation to the concept of local self-governance philosophy under political changes.
The results of this study reveal that:
1) The development of the concept of self-governance philosophy in Thai society begins with principles that promote public participation in community management to appropriately respond to local needs and issues. This approach focuses on decentralization of power from the central government to local authorities to create equity, reduce inequality, and sustainably develop local areas.
2) The role and duties of the district chief concerning the philosophy of self-governance in Thai society amid political changes involve reforms in decentralization, amendments to local laws, and the adaptation of the district chief, as a state representative in the area, to effectively fulfill new roles and responsibilities that align with local needs and changing political contexts. This means the district chief plays a vital role in promoting local self-governance and serves as a link between the central government and the people, supporting the operations of local government organizations.
