The Development of Resources Management Model for Displaced People as a Result of the Theun Hinboun Hydropower Expansion Project, Lao People’s Democratic Republic

Abstract
This research aims to analyze the lived experiences of displaced persons from the Theun-Hinboun Expansion Hydropower Project in the Lao People's Democratic Republic, with a focus on resource management, access to resources, and the development of sustainable resource management models. A mixed-methods approach was employed. The quantitative component involved a sample of 52 affected individuals, using questionnaires for data collection. Statistical analyses included percentage, mean, standard deviation, multiple regression, and Pearson’s correlation coefficient. For the qualitative component, focus group discussions were conducted with 14 participants, including government officials and academics. Data were analyzed using descriptive narrative methods.
The findings are as follows: 1) Displaced persons experienced loss of land and natural resources, leading to economic insecurity, social and cultural disruptions, feelings of isolation, and a disconnection from their original communities. Adaptation to the new environment created tensions with local communities, mental health issues, and limited access to public services. Vulnerable groups such as women and the elderly were the most severely affected. 2) Overall access to resources was found to be at a moderate level. While there were some satisfactory developments in vocational skills and access to public services, significant challenges remain. 3) The study proposes a sustainable resource management model that includes the development of human resources, allocation of land and natural resources, community participation, establishment of economic support systems, improvement of quality of life and public services, environmental rehabilitation and conservation, and ongoing monitoring and evaluation.
