Abstract

The research entitled “Human Resource Management in the Public Sector (2023-2027) Impact on Welfare of Operational Personnel under Office of the Basic Education Commission (Head Office) aimed to: 1) examine the public sector human resource management measures (B.E. 2566–2570) for government service support personnel under the Office of the Basic Education Commission (Central Office); 2) study the welfare of government service support personnel under the Office of the Basic Education Commission (Central Office); 3) investigate the relationship between public sector human resource management measures (B.E. 2566–2570) and the welfare of government service support personnel under the Office of the Basic Education Commission (Central Office); and 4) examine the effects of public sector human resource management measures (B.E. 2566–2570) on the welfare of government service support personnel under the Office of the Basic Education Commission (Central Office). This study employed quantitative research design. Data were collected using a questionnaire administered to a sample of 118 government service support personnel under the Office of the Basic Education Commission (Central Office). Statistical analyses included frequency, percentage, mean, standard deviation, Pearson's product-moment correlation coefficient, and stepwise multiple regression analysis. The research findings revealed that: 1) the overall level of public sector human resource management measures (B.E. 2566–2570) was at a high level; 2) the overall welfare of government service support personnel was at a moderate level; 3) the public sector human resource management measures (B.E. 2566–2570) and the welfare of government service support personnel under the Office of the Basic Education Commission (Central Office) had a statistically significant positive relationship at a low level (p < .01); and 4) the public sector human resource management measures (B.E. 2566–2570) that significantly affected the welfare of government service support personnel under the Office of the Basic Education Commission (Central Office) included the ethical compensation and welfare system, workload analysis based on the number of personnel, and appropriate workforce planning, which together could collectively predict the welfare outcomes at 49.20 percent with statistical significance at the .01 level.
