THE INFLUENCE OF DIGITAL SKILLS READINESS AND ORGANIZATIONAL SUPPORT ON THE ADAPTATION OF PERSONNEL IN THE OFFICE OF THE PERMANENT SECRETARY MINISTRY OF FINANCE

Abstract

Digital transformation has become a critical mechanism influencing the efficiency and operations of public sector organizations. This study aims to examine the influence of digital skills readiness and organizational support on employee adaptation within the Office of the Permanent Secretary, Ministry of Finance. A quantitative research approach was employed, with a sample of 220 personnel. Data were collected using a five-point Likert scale questionnaire and analyzed through descriptive statistics, correlation analysis, and multiple regression analysis. The results indicate that both digital skills readiness and organizational support have a statistically significant positive effect on employee adaptation. Notably, digital skills readiness exerts a stronger influence. This suggests that personnel with competencies in basic technology usage, the ability to learn new technologies, and the application of digital tools in actual work practices are more likely to adapt effectively to digital transformation. Meanwhile, organizational support in terms of learning facilitation, resource allocation, and managerial support plays a crucial role in enhancing overall employee adaptation. The findings contribute to the body of knowledge by highlighting that the integration of digital skills development and organizational support serves as a key strategic factor in driving digital transformation in the public sector. These insights can be applied to policy formulation, human resource development planning, training program design, and digital resource allocation to enhance employees’ adaptive capability and improve organizational performance toward sustainable digital government.
