A MODEL FOR DEVELOPMENT THE DUAL SYSTEM MANAGEMENT FOR HIGHER VOCATIONAL CERTIFICATE STUDENTS OF TECHNICAL COLLEGES UNDER THE VOCATIONAL EDUCATION COMMISSION, BUENG KAN PROVINCE
Abstract
This research aimed to: 1) investigate the components of a dual vocational education management system for Higher Vocational Certificate (HVC) students in technical colleges under the Office of Vocational Education in Bueng Kan Province; 2) develop a management model for the dual vocational education system; and
3) evaluate the developed model. The study was conducted in three phases comprising six steps. Phase 1 involved the investigation of components through three steps. Phase 2 focused on drafting and developing the model, which was evaluated by nine experts in terms of propriety, feasibility, utility, and accuracy. Phase 3 involved model evaluation through two steps. The sample consisted of 118 participants, including college directors, deputy directors for academic affairs, teachers, and enterprise representatives. The findings revealed that: 1) The management system comprised eight main components and 34 subcomponents, including system management, organizational structure, curriculum, academic and instructional management, learner and graduate quality, personnel development, measurement and evaluation, and collaboration between educational institutions and enterprises. 2) The developed model consisted of principles, objectives, content, instructional media and learning resources, development process, self-directed learning assessment criteria, and follow-up procedures. The model was rated at the highest level in terms of accuracy, propriety, feasibility, and utility. 3) The overall evaluation of the model indicated the highest level across all aspects. The highest-rated elements were objectives and content, followed by follow-up procedures, principles, development process, assessment criteria for self-directed learning, and instructional media and resources.
