MANAGEMENT ACCORDING TO THE PRINCIPLES OF GOOD GOVERNANCE EFFECTING SUPPLY OF SCHOOL IN THE SECONDARY EDUCATIONAL SERVICE AREA OFFICE BANGKOK 2

This research aimed to: 1) examine the level of good governance administration of school administrators, 2) investigate the level of procurement management, 3) analyze the relationship between good governance and procurement management, and 4) identify good governance factors affecting procurement management in schools under the Secondary Educational Service Area Office Bangkok 2. The sample consisted of 400 teachers and government employees, determined using Taro Yamane’s formula. The instrument was a 5-point rating scale questionnaire with an Index of Item-Objective Congruence (IOC) ranging from 0.67 to 1.00 and a reliability coefficient of 0.98. Data were analyzed using mean, standard deviation, Pearson’s correlation coefficient, and multiple regression analysis. The results revealed that the overall level of good governance administration was high (x̅ = 4.04), with participation showing the highest mean, followed by rule of law, transparency, morality, accountability, and cost-effectiveness, respectively. The overall level of procurement management was also high (x̅ = 4.05), with progressive and timely service ranked highest, followed by continuity, adequacy, and equality of service. The correlation analysis indicated that all six aspects of good governance were positively related to procurement management at the .01 level of statistical significance (r = .490–.853). Furthermore, multiple regression analysis showed that these factors jointly explained 86.30% of the variance in procurement management (R² = 0.863), which was statistically significant at the .01 level.
