Abstract

This research aimed to: 1) study the current and expected state of personnel management among school administrators in the Phan Thong 1 school cluster under the Chonburi Primary Educational Service Area Office 2.  2) study the needs and requirements for personnel management in the Phan Thong 1 school cluster under the Chonburi Primary Educational Service Area Office 2. 3) To propose guidelines for developing personnel management among school administrators in the Phan Thong 1 school cluster under the Chonburi Primary Educational Service Area Office 2. The sample consisted of 113 participants, including 10 school directors, 3 deputy school directors, and 100 teachers from schools in Phan Thong 1 School Group. Key informants were 5 experts. Data were collected using questionnaires and semi-structured interviews. Data were analyzed using percentage, mean, standard deviation, PNI modified, and content analysis from interviews. The findings were as follows: The analysis of personnel management needs among educational administrators in Phan Thong 1 School Group under the Primary Educational Service Area Office of Chonburi District 2 revealed that overall, personnel expressed satisfaction at the "highest level" in all aspects of personnel management, including: workforce and position planning, recruitment and appointment, performance evaluation, discipline and disciplinary maintenance, personnel development, and personnel retention. However, there are still areas that require improvement, such as transparency in workforce planning and personnel recruitment, fair performance evaluation, and personnel development for career advancement. Additionally, it was found that personnel have higher expectations in certain areas, such as performance evaluation, discipline and disciplinary maintenance, and personnel development. The development guidelines for personnel management among educational administrators in Phan Thong 1 School Group under the Primary Educational Service Area Office of Chonburi District 2 focus on three main areas: personnel development, discipline and disciplinary maintenance, and performance evaluation. The approaches derived from interviews emphasize enhancing knowledge and skills, creating opportunities for self-development, continuous performance evaluation, promoting responsibility, appropriate disciplinary enforcement, and creating transparency in performance evaluation.
