GUIDELINES FOR DEVELOPING SAFE SCHOOL MANAGEMENT IN THE PHRA SAMUT CHEDI SCHOOL CLUSTER UNDER THE SAMUT PRAKAN PRIMARY EDUCATIONAL SERVICE AREA OFFICE 1

This research aimed to: 1) study the level of safe school administration of the Phra Samut Chedi School Group under the Samut Prakan Primary Educational Service Area Office 1; and 2) propose guidelines for developing safe school administration for the Phra Samut Chedi School Group. The data were collected from a population consisting of 180 school administrators and teachers. The research instruments included a 5-point Likert scale questionnaire and a semi-structured interview form. Quantitative data were analyzed using percentage, mean (μ), and standard deviation (σ). For the qualitative component, content analysis was employed based on in-depth interviews with five experts in school administration and safety. The research findings revealed that: 1) The level of safe school administration of the Phra Samut Chedi School Group was at a high level in all aspects (μ = 4.03); and 2) The guidelines for developing safe school administration, known as the PSJ-SafeSchool Model, consisted of five key approaches: (1) Systematic Management, emphasizing clear risk governance and organizational structures; (2) Preparedness Development, focusing on enhancing behavioral resilience and skills of personnel and students; (3) Environmental Safety Prevention, reinforcing both physical and perceived safety as a foundation for learning; (4) Emergency Response Management, ensuring agile and practically implementable response plans to maintain learning continuity; and (5) Digital Rights, encompassing the protection of personal data and digital identity in accordance with current educational contexts.
