FACTORS AFFECTING THE PERFORMANCE OF THE VILLAGE HEADMEN AND SUB-DISTRICT HEADMEN IN MANCHAKHIRI DISTRICT, KHON KAEN PROVINCE

Abstract

This qualitative research aimed to investigate: 1) the factors affecting the performance of subdistrict heads (kamnan) and village heads (phuyaiban); 2) the problems and obstacles they face; and 3) the guidelines for enhancing their work performance in the area of Mancha Khiri District, Khon Kaen Province. The study employed structured interviews with 12 key informants and analyzed the data using content analysis. The findings revealed that five key factors contributed to the effective performance of kamnan and phuyaiban:
1) knowledge and competency in their official roles; 2) supervision, monitoring, and evaluation by relevant authorities; 3) support in terms of budget and materials; 4) appropriate remuneration and welfare benefits; and 5) active public participation. The main challenges identified included a lack of understanding regarding their roles and responsibilities, and compensation that did not align with the current socio-economic context.To enhance performance, the study proposed the following guidelines: 1) organize training programs to increase knowledge and understanding for both current and newly appointed kamnan and phuyaiban; 2) review and improve remuneration and welfare policies; 3) increase support in terms of budget and operational resources; 4) promote personality development; and 5) prioritize effective supervision and monitoring. This study suggests that Mancha Khiri District should implement systematic training programs to enhance the understanding of roles and legal frameworks among local leaders, ensuring better performance and public service delivery.
