Abstract

Females constitute a substantial share of the educational workforce, yet their representation and influence decline at senior levels. In China, strong legal and policy commitments to gender equality coexist with persistent structural, cultural, and career-pipeline barriers. This conceptual review examines female leadership in Chinese schools, vocational colleges, and universities through the interdependent lenses of empowerment, equity, and organizational development. It identifies gendered leadership prototypes, opaque appointment processes,  unequal access to developmental assignments and networks, care-related constraints, tokenism, and uneven accountability as central challenges, and cautions against essentialist narratives that treat collaboration or care as naturally female qualities. An integrated administrative framework is proposed across eight domains: gender-responsive diagnosis; equitable recruitment and succession; capability, mentoring, and sponsorship; voice and decision authority; care-compatible work design; inclusive culture; distributed leadership; and accountability with continuous learning. The article argues that empowerment without equity asks females to adapt to biased systems, whereas equity without organizational development yields formal compliance without changed practice. Sustainable progress requires redesigning structures, monitoring career transitions, engaging men as accountable allies, and evaluating whether females hold real authority to shape educational quality and direction.
