EDUCATIONAL LEADERSHIP FOR STRENGTHENING THE RURAL TEACHER WORKFORCE IN CHINA

China's pursuit of high-quality and equitable basic education depends on whether rural schools can recruit, develop, motivate, and retain capable teachers. Using a structured conceptual review, this academic article synthesizes Chinese and international literature to explain how educational leadership can strengthen the rural teacher workforce as a coherent, sustainable system. It argues that rural teacher policy should move from a narrow vacancy-filling approach to a workforce-development approach that connects preparation, placement, working conditions, professional learning, well-being, career progression, community relationships, and evidence-informed governance. The analysis integrates distributed and learning-centered leadership, Job Demands-Resources theory, place-conscious teacher development, and multilevel educational governance. Evidence indicates that incentives can attract candidates, but retention is more strongly supported by professional respect, fair advancement, stable leadership, manageable workload, trust, relevant learning opportunities, and a sense of belonging in rural communities. In the Chinese context, central policy direction must therefore be translated through differentiated provincial planning, county-level coordination, strong rural school leadership, and partnerships with normal universities and high-performing schools. The article proposes the ROOTED Leadership Framework: Recruit and prepare for rural fit; Offer equitable conditions and security; Organize professional learning and networks; Trust, recognize, and empower teachers; Embed schools in communities and multilevel governance; and Diagnose needs and improve continuously. The framework positions rural teachers as professionals and local leaders rather than temporary recipients of compensation.
