FACTORS AFFECTING THE EFFICIENCY OF THE DIGITAL OFFICIAL DOCUMENT DELIVERY SYSTEM: A CASE STUDY OF CENTRAL OFFICE PERSONNEL, DEPARTMENT OF RURAL ROADS

Abstract

This research aimed to study personal demographic factors, factor posing obstacles to the efficiency of official document receiving and sending, and the current efficiency of official document dispatch through digital systems among officers working at the central headquarters of the Department of Rural Roads. The findings revealed that: A comparison of personal demographic factors with work efficiency showed that different ages resulted in statistically significant differences in the efficiency of official document receiving and sending via digital systems at the .05 level (F = 2.870, p = .039). Specifically, the group under 30 years old demonstrated higher efficiency than the group aged 50 and above at a statistically significant level. Meanwhile, differences in gender, education level, employment status, and length of service in digital correspondence work did not cause statistically significant differences in the current efficiency of official document receiving and sending. Regarding factors serving as obstacles to the efficiency of official document dispatch through digital systems, the three obstacle variables-namely system and technology, personnel, and organization/policy-collectively predicted the current efficiency of official document dispatch through digital systems by only 4.8% (R² = 0.048). When considered by individual dimensions, no obstacle factor significantly affected the current efficiency of official document receiving and sending via digital systems at the .05 level.
