DEVELOPMENT OF STUDENT AFFAIRS MANAGEMENT FOR EFFECTIVE VOCATIONAL ADMINISTRATION

Abstract

Against China’s high-quality higher vocational education strategy, student affairs decide institutional overall operational efficiency. Rigid, punishment-oriented and fragmented traditional management creates redundant workflows, heavy manual paperwork, low student satisfaction and widespread resistance among frontline staff. This paper defines vocational student affairs’ connotation, scope and dual values, and compares traditional control governance and developmental service governance via a comparative table. It identifies three interwoven efficiency barriers: individual staff resistance, disconnection between policy design and frontline practice, and conflicts between unified indicators and personalized vocational training. Based on field samples from Hubei vocational colleges, this research builds a three-dimensional optimization framework covering participatory rule formulation, layered flexible indicators and digital integrated service platforms, and illustrates each path’s operation logic and implementation steps. The results prove the optimized system reduces administrative friction and labor costs, raises stakeholder recognition and achieves lasting institutional efficiency growth. Practical suggestions are offered for vocational administrators to advance student governance reform.
