บทความนี้นำเสนอแนวคิดและการประยุกต์ใช้ TR-COUNCIL Model ในการขับเคลื่อนสภานักเรียน ของโรงเรียนไทยรัฐวิทยา ๑๐๒ (บ้านเกาะเต่า)โดยใช้กรอบแนวคิดทางทฤษฎีระบบเป็นพื้นฐานสำคัญในการบูรณาการปัจจัยนำเข้าหลากหลาย ได้แก่ บุคลากร ทรัพยากร งบประมาณ วัฒนธรรมท้องถิ่น และเทคโนโลยี ผ่านกระบวนการทำงานที่เน้นความร่วมมือ การสื่อสารที่โปร่งใส และการสร้างนวัตกรรมอย่างมีระบบและต่อเนื่อง ผลที่ได้คือการริเริ่มกิจกรรมและโครงการที่สะท้อนถึงความมีส่วนร่วมและความสัมพันธ์ที่แน่นแฟ้นระหว่างนักเรียน ครู ผู้ปกครอง ชุมชน และหน่วยงานที่เกี่ยวข้อง รวมถึงการพัฒนาทักษะภาวะผู้นำ การปลูกฝังวัฒนธรรมประชาธิปไตยในโรงเรียน และการเชื่อมโยงกับชุมชนเพื่อความยั่งยืน บทความนี้จึงเสนอแนวทางที่เป็นรูปธรรมในการบริหารจัดการสภานักเรียนเพื่อสร้างการเปลี่ยนแปลงเชิงบวกในระดับสถานศึกษาและสังคมโดยรวม
