การบริหารแบบมีส่วนร่วมเพื่อส่งเสริมความปลอดภัยในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษากรุงเทพมหานคร เขต 2

บทความวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาสภาพปัจจุบันและเสนอแนะแนวทางการบริหารแบบมีส่วนร่วมต่อความปลอดภัยในสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษากรุงเทพมหานคร เขต 2การวิจัยใช้วิธีวิจัยเชิงคุณภาพ ได้ศึกษาแนวคิดการบริหารแบบมีส่วนร่วมกลุ่มตัวอย่าง คือครูจำนวน 15 คน นักเรียนจำนวน 15 คน ผู้บริหารสถานศึกษาที่จำนวน 10 คน และผู้ปกครองจำนวน 10 คน รวมทั้งหมด 50 คน โดยใช้วิธีการเลือกกลุ่มตัวอย่างแบบเจาะจง (Purposive Sampling) เพื่อให้ได้ผู้มีส่วนเกี่ยวข้องและประสบการณ์ตรงในด้านความปลอดภัยในสถานศึกษา เครื่องมือที่ใช้ในการเก็บข้อมูลประกอบด้วย แบบสัมภาษณ์เชิงลึกและแบบสนทนากลุ่ม (Focus Group Discussion) จำนวน 2 ชนิด นำข้อมูลที่ได้มาวิเคราะห์ด้วยวิธีวิเคราะห์เนื้อหา (Content Analysis)
ผลการวิจัย พบว่า 1) สภาพการบริหารแบบมีส่วนร่วมที่ใช้ในโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษากรุงเทพมหานคร เขต 2 โรงเรียนมากกว่าร้อยละ 80 ได้นำการบริหารแบบมีส่วนร่วมมาใช้ผ่านการจัดตั้งคณะกรรมการความปลอดภัยที่ประกอบด้วยผู้บริหาร ครู นักเรียน และผู้ปกครอง รวมถึงการจัดเวทีประชุมและกิจกรรมที่เปิดโอกาสให้ทุกฝ่ายแสดงความคิดเห็นและร่วมวางแผนมาตรการความปลอดภัยอย่างต่อเนื่อง ส่งผลดีต่อความปลอดภัยในสถานศึกษาอย่างชัดเจน โดยโรงเรียนได้ริเริ่มจัดการความปลอดภัยผ่านการจัดตั้งคณะกรรมการความปลอดภัย พร้อมกับการสื่อสารข้อมูลและรายงานเหตุการณ์ด้านความปลอดภัยผ่านช่องทางที่หลากหลายอย่างเป็นระบบผลจากการบริหารแบบมีส่วนร่วมนี้ทำให้เกิดการเพิ่มความตระหนักรู้และความรับผิดชอบร่วมกันในเรื่องความปลอดภัยของทุกฝ่ายในโรงเรียนอย่างเห็นได้ชัด และ2) แนวทางการบริหารแบบมีส่วนร่วมต่อความปลอดภัยในสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษากรุงเทพมหานคร เขต 2 ในการสร้างสถานศึกษาที่ปลอดภัยอย่างยั่งยืนนั้น จำเป็นต้องอาศัยการมีส่วนร่วมจากทุกภาคส่วน โดยเฉพาะ 4 กลุ่มหลัก ได้แก่ ผู้บริหาร ครู นักเรียน และผู้ปกครอง ซึ่งแต่ละกลุ่มมีบทบาทและความสำคัญที่แตกต่างกัน แต่ล้วนเป็นฟันเฟืองสำคัญในการขับเคลื่อนให้เกิดผลสำเร็จการสร้างกลไกที่ส่งเสริมการสื่อสาร การแลกเปลี่ยนเรียนรู้ และการตัดสินใจร่วมกัน จะนำไปสู่สถานศึกษาที่ปลอดภัย
