FACTORS FOR SUCCESS IN RUNNING HEALTH CARE POLICY CASE STUDY BANGPRAMUNG TUMBON, KROKPHRA DISTRICT, NAKHONSAWAN

Abstract

             In this thesis, the researcher has two objectives : 1) To investigate factors influencing the implementation of this policy  at   Bangpramung tumbon , Krok Phra district, Nakhon Sawan province and 2) To examine problems and obstacles confronting  the  implementation of  this  policy.       The  researcher  used  both  quantitative methods in carrying  out  this  inquiry  with   data  being  collected from  July  and  August 2017 . In the quantitative  phase  of  research ,    the   researcher   studied   germane  documents  and  textbooks in addition to  interviewing  5  persons  invo lved with the implementation of the policy. Findings are as follows : The policy was clear when it came to processes, procedures and operational criteria that could be implemented by work units.  The factor of organi zation  competencies  in the aspects of budget ,  personnel ,  structure ,  equipment ,  and  tools  was  found  to  be operationally insufficient by reference to policy requirements. Therefore, in order to ensure that the implementation of the policy of health care will be successful as follows : (1)  Sufficient resources in various aspects should be allocated so as to  meet  the  operational  needs of health care.  Budget ,  Personnel  and equipment should be increased . (2)  Work  performance  should   be  continuously evaluated. In evaluated emphasis should fall on the quality of work rather than the quantity of work.
