Abstract

This study aimed to (1) examine the current situation, problems, and challenges of knowledge transfer practices in the Provincial Electricity Authority, San Kamphaeng Branch; (2) identify critical knowledge required for new employees’ job performance; (3) design and develop a practical knowledge transfer guideline; (4) evaluate the effectiveness of the developed guideline and manual; and (5) implement and assess the applicability of the manual among new employees. This research employed an applied research design using a mixed-methods approach. The sample consisted of 52 employees selected through purposive sampling. Research instruments included focus group discussions, in-depth interviews, pre-test and post-test assessments, and satisfaction questionnaires. Quantitative data were analyzed using mean, standard deviation, and paired comparison, while qualitative data were analyzed using content analysis.

The findings revealed that (1) knowledge transfer practices were not systematically managed, resulting in knowledge gaps and risks of knowledge loss; (2) essential knowledge comprises both explicit and tacit knowledge, with tacit knowledge playing a critical role in decision-making and problem-solving; (3) the developed guideline, integrating the SECI Model, Wiig’s Knowledge Management Cycle, and ISO 30401:2018, improved systematic knowledge storage, transfer, and dissemination; (4) post-test scores were significantly higher than pre-test scores; and (5) users reported satisfaction at a high to highest level. The study contributes an integrated knowledge transfer framework that connects knowledge content, processes, and digital technology, effectively enhancing learning outcomes, reducing knowledge gaps, and improving operational performance.
