Application of Buddhist Dhamma in Water Management of Local Administrators in Hua Mueang Subdistrict Administrative Organization, Song District, Phrae Province

Abstract
This research article aims to examine the level of water management among local administrators in the Subdistrict Administrative Organization of Hua Mueang, Song District, Phrae Province. It also investigates the relationship between the Four Powers of Dhamma (Bala 4) and water management practices of local administrators, and proposes guidelines for applying Buddhist principles to enhance water management. The study adopts a mixed-methods approach. Quantitative data were collected from a sample of 372 respondents aged 18 years and above using a structured questionnaire. Descriptive statistics, including frequency, percentage, mean, and standard deviation, were employed for data analysis, while Pearson’s correlation coefficient was used to examine the relationship between the Four Powers of Dhamma and water management. Qualitative data were obtained through in-depth interviews with nine key informants.
The findings reveal that the overall level of water management among local administrators was at a high level. The Four Powers of Dhamma were found to have a strong positive correlation with water management practices. Furthermore, the application of Buddhist principles for water management includes: (1) Paññā-bala (power of wisdom), where local administrators possess knowledge, competence, and experience in planning and problem-solving related to water management; (2) Viriya-bala (power of diligence), reflecting consistent effort in monitoring and managing water resources within the community; (3) Anavajja-bala (power of integrity), emphasizing honesty, transparency, and fairness in water management practices; and (4) Saṅgaha-bala (power of benevolence), where local administrators serve as role models and work for the collective benefit in addressing water management issues.
