A Development of Meta Evaluation Program for Internal Quality Assurance Report of the Office of vocational Education Commission by Participation Action Research.

Abstract
The objective of the research is operational research to develop the program and experiment to find out the effectiveness a development of meta evaluation program for internal quality assurance report of the office of vocational education commission by participation action research. The instrumentations are as follows 1. The group conversation recorded data 2. The questionnaire operation of internal quality assurance 3.The questionnaire appropriate data of internal quality assurance 4.The questionnaire of the development program 5.The questionnaire of satisfaction for development program. The data is analyzed by Confirmatory Factor Analysis (CFA) and Statistics are 1. Mean 2. Standard Deviation 3. Median and 4. Interquartile Range The analysis revealed as follows The operational research that prioritisesinternal quality assurance maximum to minimum namely the processing of internal quality assurance, the preparing of internal quality assurance, the use of the results of assessment internal quality assurance, the report of internal quality assurance as priorities. The development of meta evaluation program for internal quality assurance report of the office of vocational education commission by participation action research this research revealed that has divided into six steps 1. Bureau of Vocational Education Commission 2. The systemfor internal quality assurance of Vocational Education Commission of Bureau 3. The report of SAR. [Self Assessment report] 4. The meta-assessmentsystem for internal quality assurance programme computing 5. The Bureau of Vocational Education Standards and Qualifications 6. The conclusion of the assessment. There are 4 suitable as follows 1. The design of programming 2. The support and service of using 3. The effectiveness of the programming 4. The usefullness of program include the Advantage, correcting,possible and Appropriated at the maximum level. The effectireness the meta-assessmentsystem for internal quality assurance of Vocational Education Commission of Bureau by participation research. The overall of the effect is in a high level of and overall of satisfaction is high level also. The suggestion is the executive officer and the organisation which is responsible for internal quality assurance. They should make to all officers realise about internal quality assurance and continue to supervise. To manage the education appropriate to context to the community. On the other hand, build up the connection by education civil stage to according to the need of government and private sectors.
