This study aimed to (1) analyze the participatory development process of Thailand’s action plan for the prevention and control of non-communicable diseases (NCDs), and (2) examine the success factors contributing to the development of such a plan. This research employed a qualitative approach, applying the CIPP Model (Context, Input, Process, Product) as the analytical framework. The study population consisted of key stakeholders involved in both policy formulation and implementation of the plan, including policymakers, public health administrators, academics, and representatives from civil society. A purposive sampling method was used to select 10 key informants. The research instruments included (1) a document analysis form and (2) a semi-structured interview guide, both of which were validated for content validity by experts. Data were collected through document analysis and in-depth interviews and analyzed using content analysis, along with triangulation techniques to ensure data reliability.
The findings revealed that: (1) the plan development process was systematic and encompassed all four dimensions of the CIPP Model. It involved comprehensive contextual analysis, resource mobilization from multiple sectors, participatory processes, and the formulation of a strategically clear and implementable action plan. However, limitations were identified, particularly the policy-implementation gap at the local level and disparities in organizational capacity. (2) The success factors of the plan development consisted of eight key elements: (1) clear policy direction and strategic alignment, (2) the use of evidence-based data, (3) stakeholder participation, (4) personnel capacity, (5) inter-agency collaboration mechanisms, (6) resource support, (7) monitoring and evaluation systems, and (8) policy leadership. These factors were found to be interrelated and collectively contributed to the effectiveness and sustainability of the plan. The study recommends strengthening shared accountability mechanisms among agencies, developing integrated data systems, enhancing local-level personnel capacity, and promoting continuous participatory processes to effectively bridge policy and practice and ensure sustainable implementation.
