This research article aimed 1) to study the current state, desirable state, and priority needs (PNI) of strategic management for educational quality enhancement; 2) to develop a strategic management model for enhancing educational quality in schools; and 3) to examine the strategic management model. This was a Mixed Methods Research. The sample and key informants consisted of 45 school administrators and experts, selected using Quota Sampling and Purposive Sampling. The research instruments were 3 types: 1) a questionnaire to survey the current state, desirable state, and priority needs; 2) focus group discussions and in-depth interviews; and 3) an expert evaluation form for model appropriateness and feasibility. Data were analyzed using descriptive statistics (Mean, Standard Deviation) and inferential statistics (Priority Needs Index: PNI), while qualitative data were analyzed through content analysis and descriptive narration.
The research findings revealed: 1. The current state of both strategic management and educational quality was generally at a High level, but the desirable state was at the Highest level, indicating a significant gap. 2. The "FIEI Model" was successfully developed, incorporating three core principles: participation, strategic management, and networking. 3. The developed model was deemed to have the highest level of feasibility and usefulness for implementation. Core Knowledge/Finding: The strategic management model to enhance educational quality (FIEI Model) is a strategic management approach that integrates the analysis of problems and highest priority needs (PNI), particularly in the aspects of evaluation/monitoring and student quality, with the principles of participation and networking. It serves as a systematic and effective tool for administrators to plan strategies and improve educational quality within the context of local schools.
