Model for Strengthening Administration According to the Principles of Good Governance of Local Administrative Organizations in Surat Thani Province

Abstract

The research article aims to achieve the following objectives. Firstly, it seeks to examine the administration of local government organizations in Surat Thani Province based on the principles of good governance. Secondly, it aims to analyze the factors that contribute to effective administration in these organizations. Lastly, the article aims to develop a model that can enhance the administration of local government organizations in the province, based on the principles of good governance. This research utilizes a mixed methods approach, combining quantitative and qualitative research methods. The quantitative research involves a sample group of 400 personnel from local government organizations in Surat Thani Province. Data is collected through questionnaires and analyzed using descriptive statistics such as frequency, percentage, mean, and standard deviation. On the other hand, the qualitative research involves in-depth interviews with key informants, specifically 6 executives from local government organizations in Surat Thani Province. The data collected from these interviews is analyzed using content analysis techniques.

The study's findings revealed that the administration of local government organizations in Surat Thani Province adheres to the principles of good governance. Overall, the level of administration is commendable. Upon closer examination, it was observed that participation ranked highest, followed by responsibility, worthiness, rule of law, transparency, and morality, respectively. Furthermore, the study identified factors that contribute to the strengthening of administration following the principles of good governance in Surat Thani Province. Overall, these factors were found to be at a high level. When considering each aspect, the organization itself ranked highest, followed by planning, controlling, and leading, respectively. To further enhance administration following the principles of good governance, a model called the OPCL Model was developed. This model combines the four main elements of organization, planning, control, and leadership, derived from the research methods employed. The OPCL Model serves as a framework to strengthen administration in local government organizations in Surat Thani Province.
