Policy Comparison between Elected and Appointed Governors of Bangkok Between 2009-2022

Abstract

The objective of this research is to conduct a comparative analysis of the policies implemented by the governors of Bangkok, who were elected from 2009 to 2022. This study is exploratory and involves the collection of data from various sources such as documents, news agencies, and surveys of the local population. The opinions of the three governors, namely M.R. Sukhumphan Boriphat, Pol. Gen. Asawin Kwanmuang, and Associate Professor Dr. Chatchart Sitthiphan, have also been taken into consideration. The research methodology involved the use of a structured interview form as the primary instrument for data collection, which was then analyzed descriptively.

According to the study, the performance of the three elected Governors of Bangkok and the three appointed Governors of Bangkok were evaluated based on the satisfaction of the people. Associate Professor M.R. Sukhumphan Paribatra received a satisfaction rate of 61.26% and a dissatisfaction rate of 38.74%. Police General Asawin Kwanmuang received a satisfaction rate of 52.2% and a dissatisfaction rate of 28.1%. Associate Professor Dr. Chatchart Sitthiphan received a satisfaction rate of 47.5% and a dissatisfaction rate of 10%. The recommendations for the Governor of Bangkok include 1) improving methods of conveying government policies to the public, 2) creating a culture that is acceptable to the people, and 3) understanding the principles of psychology to better serve as a mediator between the state and the people while adhering to legal formalities and regulations.
