A Study of Strategic and Distributed Leadership, Leadership Development Needs, and Leadership Development Guidelines for Administrative Officers in Small-Sized Schools in Suphan Buri Province

Abstract
This research aimed to 1) examine the levels of strategic leadership and distributed leadership of school administrators as perceived by administrative officers in small-sized schools in Suphan Buri Province; 2) investigate the level of leadership development need among administrative officers in small-sized schools in Suphan Buri Province; and 3) propose guidelines for leadership development that integrate strategic vision with distributed leadership in order to support sustainable administrative management among administrative officers in small-sized schools. The research instrument was a behavioral leadership questionnaire developed based on the frameworks of strategic leadership and distributed leadership. The sample consisted of administrative officers from 255 small-sized schools in Suphan Buri Province. Purposive sampling was employed. Data were analyzed using descriptive statistics, including mean, standard deviation, and content analysis.
The findings revealed that: 1) the level of strategic leadership of school administrators, as perceived by administrative officers in small-sized schools in Suphan Buri Province, was at a high level (Mean = 4.10, S.D. = 0.71). Likewise, the level of distributed leadership among school administrators, as perceived by administrative officers in small-sized schools in Suphan Buri Province, was also high (Mean = 3.88, S.D. = 0.78); 2) the level of need for leadership development among administrative officers in small-sized schools in Suphan Buri Province was a high level (=4.40); and 3) the proposed guidelines for leadership development integrating strategic vision with distributed leadership to support sustainable administrative management in small-sized schools should emphasize a balance between strategic direction-setting and empowering decision-making through four key mechanisms: (1) participatory determination of work standards and performance indicators; (2) positive supervision and monitoring; (3) establishment of motivational and recognition systems; and (4) the use of technology to reduce redundant workload, thereby creating sustainable efficiency in small-sized schools.
