Educational Administration under the Pandemic Situation of Corona Virus 2019 (COVID-19): A Case Study of Schools under the Authority of the Khon Kaen Provincial Administrative Organization

Abstract

          This research aimed to investigate the management of schools under the authority of the provincial administration organization of Khon Kaen during COVID-19. The research objectives were to: 1) study the management of these educational institutions; 2) analyze the impact of COVID-19 on the management of educational institutions, and 3) propose guidelines for the development of educational institution management during a disease outbreak such as COVID-19. The group of people providing information through in-depth interviews consisted of administrators of all 5 educational institutions selected by using a purposive sample technique. There were no rules regarding questions and sequence of steps. It was an open-ended conversation which consisted of three main interview topics: 1. administration, 2. budget management, and 3. personnel management, a total of 11 questions.

The research findings were as follows: 1) The COVID epidemic in Thailand adversely affected educational administration, and education management could not proceed as planned due to the ordered closure of schools following provincial mandates to contain the spread of the virus. 2) The educational administration during Covid-19 was affected in terms of budged allocation, personnel management, teaching and learning management, supervision, and educational management evaluation. 3) Educational administration and management had to adapt from classroom learning to online learning formats. The Khon Kaen PAO needed to allocate the budget for supplemental equipment to enable all students to have equal minimum accessibilities to online learning. This ensured that no student would be left behind in the curriculum management and implementation process, and to create continuous and highly effective learning.
