The Guidelines for Public Space Management of The Nakhon Sawan Oak Subdistrict Administrative Organization Nakhon Sawan Province Case Study: Kongsa-Biang Farm

Abstract

This research article aims to study: (1) the spatial context and public space management, (2) the problems and obstacles in public space management, and (3) the public space management guidelines of the Nakhon Sawan Oak Subdistrict Administrative Organization, with a case study of Kongsa-Biang Farm. This study employed a qualitative research methodology, collecting data from 20 key informants, including executives of the Nakhon Sawan Oak Subdistrict Administrative Organization, officials responsible for the management of Kongsa-Biang Farm public space, entrepreneurs operating within the area, and service users of the public space. The informants were selected through purposive sampling. Data collection methods included document analysis, non-participant observation, and semi-structured interviews. Data were analyzed using inductive content analysis.

The study revealed that the public space covers an area of 18 rai (approximately 7.1 acres) under the responsibility of the Nakhon Sawan Oak Subdistrict Administrative Organization. The management of the public space is clearly structured into five distinct zones. Problems and obstacles identified in the management of the public space include: (1) regulatory constraints, (2) issues related to investment and maintenance, and (3) challenges in collaboration and participation. The proposed guidelines for improving public space management emphasize: (1) clarifying regulations, organizing educational activities, and amending legal constraints to encourage public participation; (2) promoting investment and establishing a sustainable maintenance system; and (3) enhancing collaboration between stakeholders to foster effective and inclusive public space management.
