The study finds that transparency in Thailand’s public sector faces significant challenges related to organizational structure, workplace culture, and underutilization of information technology. These factors create gaps between policy and practice and undermine public accountability and trust.Regarding citizen participation, limitations exist in knowledge, understanding, participation mechanisms, and organizational culture, restricting citizens’ roles in overseeing government activities. The article proposes reforms in policy and organizational structures, development of information technology systems for data transparency, and promotion of public awareness and accessible participation channels to support genuine and sustainable governance in Thailand’s public sector.
