This study aimed to (1) examine the management situation and promotion of community enterprises in Chiang Mai Province, (2) analyze management levels and factors influencing organizational effectiveness, and (3) synthesize lessons and policy recommendations for sustainable grassroots development. A mixed-methods design was employed. The quantitative sample comprised 328 members from five outstanding community enterprises between 2019–2023, while the qualitative data were collected from in-depth interviews with 10 enterprise leaders and 3 agricultural extension officers.
The findings revealed that the overall management level was rated high (=3.74). Organizational management (
=3.98) and personnel management (
=3.85) were identified as key strengths, whereas strategic planning remained at a lower level (
=3.38). Pearson’s correlation analysis showed that directing had the strongest relationship with effectiveness (r=0.637), followed by planning (r=0.577) and personnel (r=0.548). Qualitative insights further highlighted that leadership, community cooperation, and government support were central success factors, while limitations included weak strategic planning, insufficient digital marketing, and low youth participation. This research contributes new knowledge by emphasizing the importance of integrating social capital and strategic management capacity to ensure long-term sustainability. The study recommends strengthening leadership and strategic planning, enhancing youth involvement, and fostering collaborative networks between government, private, and civil society sectors. These findings provide valuable lessons and policy implications for advancing community enterprises in Chiang Mai and other regions of Thailand toward sustainable development.
