Factors Affecting the Administrative Efficiency of the Merchant Marine Training Centre: The Perspective of Merchant Marine Cadets

Abstract
This study aims to examine the factors that affect the administrative efficiency of the Merchant Marine Training Centre from the perspective of merchant marine cadets, categorized by personal factors. This research is quantitative in nature. The population for this study consists of 475 merchant marine cadets currently enrolled in the undergraduate program at the Merchant Marine Training Centre, Department of Marine Transport, in years one to three. The sample, calculated using Taro Yamane's formula with a 5% margin of error, consisted of 217 cadets selected through simple random sampling. The research instrument used was a questionnaire with content validity (IOC) verified by three experts and reliability (Cronbach's Alpha = 0.985) confirmed through a trial with 30 participants. The statistical methods employed for data analysis included frequency, percentage, mean, standard deviation, and multiple regression analysis. The research findings revealed that (1) the majority of merchant marine cadets are male, aged 18–20, in their second year of study, and in the navigation department; (2) the overall level of opinion regarding the factors affecting the administrative efficiency of the Merchant Marine Training Centre is high. When categorized by aspect, the order from highest to lowest is: leadership of management, policies and management, and facilities and basic resources. The results of hypothesis testing showed that (1) the factor of policies and management has statistical significance at the 0.05 level (β = 0.252, p = 0.002), thus the hypothesis is accepted; (2) the factor of leadership of management does not influence administrative efficiency (p = 0.133), thus the hypothesis is rejected; and (3) the factor of facilities and basic resources has statistical significance at the 0.05 level (β = 0.301, p = 0.004), therefore the hypothesis is accepted.
