Model of Community Learning Resource Management to promote lifelong learning in the 21st century, Chaiyaphum Province

Abstract
This research article aims to 1) study the current situation and the needs of community learning resource management models, 2) create a community learning resource management model, and 3) examine the effects of using the community learning resource management model to promote lifelong learning in the 21st century. This research is a development study. The sample used in the survey phase included 193 personnel and administrators from learning resources and educational institutions related to community learning resources in Chaiyaphum Province, and the sample used for testing the model consisted of 30 individuals. The tools used in the study included (1) a questionnaire on the current situation and needs of the community learning resource management model, using a 5-point Likert scale, with an IOC of 0.97 and a reliability value of 0.95, (2) an assessment of knowledge and understanding, and (3) an evaluation of the model. Data were analyzed using descriptive statistics, including mean, standard deviation, and the PNI modified index. The results showed that 1) the current condition of the community learning resource management model to promote lifelong learning in the 21st century was overall at a moderate level, 2) the overall average need for the community learning resource management model to promote lifelong learning in the 21st century was also at a moderate level, and 3) the results of the evaluation of the use of the community learning resource management model to promote lifelong learning in the 21st century were as follows: (1) the comparison of knowledge and understanding before and after the workshop training development for stakeholders in community learning resources showed a 46.00% improvement, (2) the evaluation of the model before and after development indicated an overall progress percentage average of 36.59 across all aspects, and (3) the overall satisfaction evaluation of the model was at a high level.
