Because the expansion of the power of government by spreading prestige or by using Dhamma principles as power It will be a great victory, not by force of arms and strong army. But it is about using Dhamma to fight, to win over the hearts of other rulers. It was a decisive win. The loser did not come back to fight to take back power again. As for the decline of the emperor's power, it is the neglect and failure to conduct oneself in the Dhamma and one's duties, such as a lack of care in continuing the royal duties, a failure to provide assistance to the poor, and poverty arises, resulting in a struggle for survival, the people behaved more immorally, which eventually led to the decline of the emperor.
