Development of Administration in Nong Pling Subdistrict Administrative Organization, Mueang Nakhon Sawan District, Nakhon Sawan Province, based on Iddhipada Dhamma

Abstract

The objectives of this research article were 1) to study the level of administration in the Nong Pling Subdistrict Administrative Organization, Mueang Nakhon Sawan District, Nakhon Sawan Province based on Iddhipada Dhamma; 2) to analyze the relationship between Iddhipada Dhamma and the PDCA Management Cycle for the Nong Pling Subdistrict Administrative Organization; and 3) to propose guidelines for developing the organization's administration based on Iddhipada Dhamma. A mixed-methods research design was employed, integrating Iddhipada Dhamma with Weeraphon Badeerat’s PDCA concept. For the quantitative research, the population consisted of 20,300 citizens aged 18 and older. A sample size of 393 was determined using Taro Yamane’s formula and selected via proportional stratified random sampling. The research instrument was a 5-point rating scale questionnaire with IOC values ranging from 0.60 to 1.00 and a reliability coefficient of 0.930. Data were analyzed using frequency, percentage, mean, standard deviation, and Pearson correlation coefficient. The qualitative research involved in-depth interviews with 24 key informants, and data were analyzed using content analysis. The research findings revealed that 1) the overall level of administration based on Iddhipada Dhamma was at the highest level ( = 4.63, S.D. = 0.10), while the overall level of administration based on the PDCA cycle was also at the highest level (= 4.54, S.D. = 0.03); 2) Iddhipada Dhamma was positively correlated with PDCA management at a low level (r = 0.246), with statistical significance at the .01 level; and 3) administrative development guidelines consisted of 1) regarding the "Plan" aspect, participatory policies were established, and collaborative networks were built; 2) on the "Do" side, efforts included increasing access to public health and welfare services for vulnerable groups, promoting livelihoods, and utilizing technology in service delivery; 3) in terms of "Check", additional channels for receiving complaints have been established, and public participation in oversight was being encouraged; and 4) in the aspect of "Act", the findings from the inspection were used to continuously improve operations, guided by Iddhipada Dhamma and an openness to public feedback.
