Development of Performance Competency according to Bala 4 of Wang Wa Subdistrict Municipality personnel, Si Prachan District, Suphan Buri Province

Abstract

The purposes of this research article were 1) to study the level of performance competency; 2) to study factors affecting the development of performance competency; and 3) to propose guidelines for developing performance competency according to Bala 4 of Wang Wa Subdistrict Municipality personnel, Si Prachan District, Suphan Buri Province. It was a mixed methods research. Survey research was conducted by distributing the questionnaire to a sample of 367 people using simple random sampling. Statistics used in the research were mean, standard deviation and stepwise multiple regression factor analysis. For a qualitative research, data were collected using in-depth interviews with 9 key informants. Content analysis techniques were used. The results of the research found that 1) overall, human resource development was at a high level. The average value was = 4.00, S.D.=0.847. Human resource development according to Bala 4, overall was at a high level. The average value was  = 4.05, S.D.=0.876 and the development of performance competency according to Bala 4 of Wang Wa Subdistrict Municipality personnel, Si Prachan District Suphan Buri Province as a whole was at a high level = 4.07, S.D.=0.860; 2) human resource development factors consisting of  the following components: training aspect, education aspect, and development aspect had a mutual influence on the performance competency development of Wang Wa Subdistrict Municipality personnel, Si Prachan District, Suphan Buri Province at the  statistical significance level of 0.01. And variation can be explained by all components of human resource development factors along with explaining the variation at 61.20%, so the hypothesis was accepted; 2.1) factors of Bala 4 consisting of Panya-bala (power of wisdom), Viriya-bala (power of energy)  Anavajja-bala (power of faultlessness) Sangaha-bala (power of sympathy) had a mutual influence on the performance competency development of Wang Wa Subdistrict Municipality personnel, Si Prachan District, Suphan Buri Province at the statistical significance level of 0.01 and along with explaining the variation at 61.20%, so the hypothesis was accepted; 2.2) factors in human resource development and Bala 4 factors had a mutual influence on the performance competency development of Wang Wa Subdistrict Municipality personnel, Si Prachan District, Suphan Buri Province at the statistical significance level of 0.01 and the variation of  performance competency development of Wang Wa Subdistrict Municipality personnel can be explained jointly up to 90.40%; and 3) guidelines for developing the performance competence of Wang Wa Subdistrict Municipality personnel, Si Prachan District Suphan Buri Province were as follow: insufficient time for personnel development, personnel without development to cover all area, lack of allocation of scholarships for personnel, unequal knowledge bases of personnel.
