20-year development goals for Songkhla Province (2023 - 2042) non

Abstract

This study aims to (1) analyze the perceived needs and potentials of Songkhla Province in southern Thailand from the perspectives of local stakeholders, and (2) formulate 20-year development goals for the province for 2023-2042 in accordance with the Royal Decree Concerning Integrated Spatial Administration (2022). Both quantitative and qualitative methods were employed. A survey of 310 respondents in Songkhla gauged perceptions of the province's strengths and development priorities, with data analyzed using frequencies and percentages. Additionally, opinions were gathered through community forums and four small group meetings with representatives from relevant sectors. The study results were synthesized based on the framework outlined by Thailand's Subcommittee on Integrated Spatial Management Policy.

The survey data indicated respondents viewed Songkhla's top five potentials as education, natural resources and environment, culture, tourism, and agriculture. Based on stakeholder input, the following 20-year vision was formulated: "Songkhla, the center of ASEAN economy, a great city to live in towards sustainable development." To achieve this vision, eight strategic development goals were established: 1) infrastructure development, 2) promoting agricultural products, safe/organic agriculture, and agro-processing, 3) developing SMEs/entrepreneurs to enhance competitiveness, 4) upgrading high-value tourism, 5) establishing Songkhla as an ASEAN health services hub, 6) upgrading education and human resources, 7) sustainable natural resources/environment development, and 8) smart city development.
